Motorcycle Law question: How do you make a Yamaha WR 450 F street legal? Answer have a C or 3 in the 8th digit of your serial number and your home free.
Street legal in Idaho
If you are wanting to park it for a while you will need an ignition switch. I got mine from Baja designs it was part number 12-8001

For Idaho all I need is a brake light, mirror, and horn.
The 2005 WR450 has a two filament tail light so all you need is a brake light switch for the foot control. Baja Designs sells a kit (part number 14-9000)

You can add a switch to move it between High and low beam
The switch part number is 5NG-83976-50-00

Key ignition
Rumor has it that the key ignition from a TTR125 part number 5HP-82510-00-00 will work on the WR450

Baja Designs will sell kit replacement parts (order the key kill switch and brake light and horn separately
call Baja designs at 760-560-2252 to see if the will sell the parts of their dual sport kit for the wr450.
